Condo project delayed; developer hopes for approval next month

CLAYTON — Developer Ronald J. Cooper will have to wait at least another month for planning officials to decide whether to approve his waterfront condominium project off Route 12.

Joint Town and Village Planning Board Chairman Douglas E. Rogers said the board on Oct. 5 delayed taking action on the proposed project, which includes six condominiums inside three multi-story buildings, because Mr. Cooper submitted new drawings depicting the second iteration of the project that night and the board wanted more time to review them.

“They (also) wanted to make certain they had documents from the Department of Health regarding the septic system,” Mr. Rogers said.

The board will revisit the project at its next meeting Nov. 2, Mr. Douglas said, adding he expects a decision pending any further concerns the board may have.

“I think they’ve done a good job. It’s been fairly technical,” Mr. Cooper said. “It’s the first time they did a clustered development like this and they want to get the procedures right.”

The developer last month reduced the scope of his project, which he plans to build on a 5.85-acre parcel next to the Saint Lawrence Spirits Chateau, 38289 Route 12E, Building 2, in response to neighbors’ concerns.

The plan previously called for eight condos in four buildings, garages close to Route 12 and a gazebo near his proposed docks. The developer also decided to move the condos up the hill and further away from neighboring property lines, plant additional trees on the northwest side of the property and install low-intensity lighting.

Only people who are 55 0or older will be permitted to live in one of the condos. Four condos have already been reserved, Mr. Cooper said, including one for himself, but the developer is still accepting reservations for the other two units.

“We’d like to break ground right away,” in November, Mr. Cooper said, adding that he hopes to complete the project in July.
